This role sits within UKHSA’s award-winning Commercial Directorate, which played a critical role during the COVID-19 pandemic. UKHSA’s Commercial teams continue to play a central role in priority activity, supporting the response to health threats such as Mpox (Monkeypox) and Strep A as they occur, and ensuring a resilient infrastructure to secure the UK in the strongest position to protect the public from future threats to health.

This job is specifically focused on joining our unique Business Development department within UKHSA working on a range of programmes & projects and supporting commercial activity within those programmes. The specific role will cover the spectrum of marketing activities necessary to support our income generation activities.

The Business Development Department supports the achievement of UKHSA’s goals by helping win external funding for research, and commercialising services created through the agency’s wide-ranging scientific and public health expertise. The department manages and exploits the agency’s strong Intellectual Property portfolio, realising a financial return on the investment of public funds to generate high-quality public health interventions and assets, and reducing the cost to the government of cutting-edge public health capabilities. Business Development must constantly adapt to meet the changing needs of the organisation and continually seeks to strengthen its skills base in the spectrum of capabilities represented by UKHSA.

Job description
The role of the Business Development and Marketing Manager is to provide a fast-paced, time-sensitive marketing function within the Business Development team, promoting UKHSA’s income generation opportunities to external stakeholders and providing a communication and engagement channel with UKHSA’s internal stakeholders.

  • Develop and deliver a cost-effective, targeted marketing programme that reflects the priorities of, is consistent with and supports the needs of the organisation.
  • Manage the BD marketing budget as delegated.
  • Provide marketing and communication leadership on behalf of the Business Development department, engaging with and representing departments & specialist functions domestically and internationally.
  • Develop, manage and deliver progress reports against agreed business targets and priorities notably for senior leadership & Executives of the Agency on demand and sometimes at short notice.
  • Provide income generation marketing support to operational staff across UKHSA to meet the business targets of the allocated portfolio responding where necessary to emergent opportunities within existing services and helping establish new initiatives in response to emerging market opportunities.
  • Develop and promote external business opportunities and generate additional income from UKHSA’s activities.
  • To line manage assigned staff providing creative direction and program management capability to prioritise work and finalise proposals and gain consensus where required.
  • Liaise with UKHSA Communications (Publications) and across the business functions to align marketing activities with corporate strategies and priorities ensuring compliance with appropriate guidelines and policies.
  • Co-ordinate and write the marketing strategies for assigned areas across UKHSA, gaining ownership from internal and external stakeholders and presenting the strategy and business plan as required undertaking revisions as required, providing interpretation of the plan and strategic leadership to ensure delivery.
  • Provide the internal communications function for the Business Development department ensuring activities of the team are communicated across the organisation as required making the best use of opportunities to communicate departmental success, achievements and performance regularly and when demanded by stakeholders and leadership.

As the Business Development Marketing Manager, you will;

  • Review and manage the delivery of UKHSA’s income generation marketing strategy, including responsibility for the marketing budget.
  • Input into the design and implementation of marketing strategies for delegated areas, including external partnerships, where appropriate ensuring customer needs are met, and positive commercial relationships are developed.
  • Develop written content to reflect UKHSA’s wide-ranging products and services, while providing the editing function for written materials including accurate messaging, proofreading and approvals responding in a timely professional manner and overlaying expertise in composition when required.
  • Develop and support marketing activities in liaison with the operational and scientific leads within UKHSA sites and across functions where appropriate.
  • Be responsible for the Agency’s income generation advertising and promotional campaigns ensuring adherence to UKHSA’s Identity Guidelines, strategic planning and managing of attendance at exhibitions and conferences and all other income generation PR activities including being in attendance personally at agreed keystone events domestically and internationally.
  • Manage and develop a portfolio of assigned projects, primarily with the objective of acquiring and retaining business responding promptly to the needs of internal stakeholders and their external customers.
  • Manage the Products and Services components in UKHSA public-facing literature, including web pages/web presence.
  • Identify innovative sources of market data and manage Business Development’s access to such resources.  Analyse market research data to develop appropriate business strategies for UKHSA providing snapshot and detailed market analysis capability across the business to provide insight into emergent and existing markets alike.
  • Directly manage key client relationships and large multi-partner projects, developing budget profiles in accordance with UKHSA Standing Financial Instructions and agreeing with operational managers the delivery of assigned business targets.
  • Provide input to Executive Directors, Department Heads and other senior managers into UKHSA business strategies for short and long-term plans.
  • Negotiate contracts for assigned projects to define UKHSA’s commitments, minimise commercial and operational risk and maximise financial return., delivering UKHSA contracting objectives within the governance framework.
  • Report regularly basis a summary of the marketing activities; lead and coordinate exhibition schedules for the whole department, secure authorisations for marketing expenditure.
  • Implement the UKHSA income generation strategy in area of responsibility, including the development of internal, cross-disciplinary relationships with other UKHSA Directorates and external partnerships where appropriate, setting in place arrangements to facilitate business aspects of internal and external partner working as appropriate.
  • Liaise with the Project leads and UKHSA’s scientific, technical, financial, legal and regulatory functions and provide business input to assist formulation and approval of proposals for research and collaborative commercial activities.
  • Undertake all assigned work in accordance with UKHSA’s policies and procedures.
  • Be an ambassador for UKHSA’s scientific expertise and its contribution to health protection globally.
  • Be able to undertake planned and occasionally ad-hoc National and International travel. Holding a valid UK driving licence would be advantageous to visit some locations.

 

Person specification
Essential Criteria:

  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area Understanding of the principles of information governance and confidentiality.
  • Post-graduate qualification in Marketing, Management Studies, or equivalent experience to negotiate complex and detailed issues and to influence and persuade on a range of issues at a senior level.
  • Significant experience in business development and business planning at a senior level.
  • Proven experience developing and presenting commercial, scientific or technical presentations.
  • Excellent communications skills and experience in preparing/delivering briefing papers to all management levels.
  • Proven experience in reviewing tried and tested ways of working and improving these services. Seeking out innovative ways to change and continuously improved the quality and pace of services.

Desirable Criteria:

  • Experience in graphic design and editorial activities, including responsibility for delivering the same.
  • Experience working in relevant sectors, including public bodies and the healthcare industry.
  • Experience in managing teams in an academic institution, public sector or other large organisation that undertakes or supports research, preferably through the allocation of funding.
  • Demonstrable experience in coordinating/delivering projects in complex environments.

Security Clearance Level Requirement: 

People working with government assets must complete Basic Personnel Security Standard (BPSS) checks which includes a disclosure and barring security check.

UKHSA offers hybrid working for its employees – this means that whilst the role will be based in one of our UKHSA offices, there will be opportunities for an element of working from home. The balance between home and workplace working is to be agreed with the line manager, determined primarily by business need and in line with departmental policy. Some business travel will be required to other UKHSA offices. Business travel between base location and any other UKHSA offices will be covered under the UKHSA Travel and Expenses policy. Please be aware that this role can only be worked in the UK and not overseas. Relocation expenses are not available.
